The OCS and Councilmanic prerogative

I know all the talk here is the new coach and recruiting, but I just heard a NPS story on the radio driving home on this topic, though their focus was on new development in Point Breeze and how the city council leader in any district can in effect shut down any project. I did A look up to see how it could relate to TU and its CC nemesis Darryl Clark of course. Ive linked the article below.
Any of you heard this term before?

Next is a copy and paste from a paragraph of this piece that is very telling, and may make it very difficult for Temple to get the OCS done. Its from several paragraphs down in the "overview" section:

"Much of the exercise of prerogative happens behind the scenes, a practice that some developers and community leaders consider one of its most troubling aspects. When prerogative is used to halt a proposed development at an early stage, there typically is no public record to document and explain what happened. This makes it difficult to gauge the full extent of prerogative in Philadelphia and the degree to which its exercise enhances or suppresses civic engagement. In addition, some developers say, prerogative creates opportunities for unethical behavior and at least the sense that campaign contributions are part of the price of doing business."
