Tailgating is somewhat problematic there. The various alumni classes and season tix holders tend to take up all of the parking adjacent to the stadium on both sides. For all I know, it is likely contracted parking for them.
The last time Temple played there, we ended up at the Germantown Elementary School a couple of blocks away and it was filled with TU folks.
Its not a long walk - closer than most folks had when we played at Rutgers a couple of years ago. I suggest you look at it on Google maps.
